News Alert: FY2019 ICD-10-CM Code Changes Have Been Released

Total number of new code changes is 473 with 279 new codes, 143 revised codes and 51 deactivated codes.

The Centers for Disease Control and Prevention (CDC) Monday released the fiscal year (FY) 2019 ICD-10-CM (diagnosis) code changes.

There are 473 code changes beginning Oct. 1st, including 279 new codes, 143 revised codes and 51 deactivated codes, according to the CDC website. In addition, there were 39 additional changes added from the proposed rule (list). The National Center for Health Statistics (NCHS), is the Federal agency responsible for use of the International Statistical Classification of Diseases and Related Health Problems, 10th revision (ICD-10) in the United State. One can see that the volume of changes is slowing down which I know many health information management (HIM) coding professionals are glad to see.

According to the CDC release notice, these files listed below represent the FY 2019 ICD-10-CM. The FY 2019 ICD-10-CM is available in both PDF (Adobe) and XML file formats. Most files are provided in compressed zip format for ease in downloading. These files have been created by the National Center for Health Statistics (NCHS), under authorization by the World Health Organization (WHO).

Any questions regarding typographical or other errors noted on this release may be reported to nchsicd10cm@cdc.gov.

There are some new codes and other changes in Chapter 2 Neoplasm and here is an example of some new codes to this chapter:

  • Add C43.111 Malignant melanoma of right upper eyelid, including canthus
  • Add C43.112 Malignant melanoma of right lower eyelid, including canthus
  • No Change C43.12 Malignant melanoma of left eyelid, including canthus
  • Add C43.121 Malignant melanoma of left upper eyelid, including canthus
  • Add C43.122 Malignant melanoma of left lower eyelid, including canthus

In Chapter 7, Diseases of the Eye and Adnexa, there are several new codes and here is an example of two of them:

  • Add H01.00A Unspecified blepharitis right eye, upper and lower eyelids
  • Add H01.00B Unspecified blepharitis left eye, upper and lower eyelids

Within the changes for “External Cause” codes the following displays the ICD-10-CM External Cause of Injuries Index 2019 Addenda:

  • No Change A
  • No Change Accident (to) X58
  • No Change– transport (involving injury to) V99
  • No Change– – pedestrian
  • No Change– – – conveyance (occupant) V09.9
  • Revise from– – – – baby stroller V00.828
  • Revise to– – – – baby stroller V00.828
  • No Change P
  • No Change Perpetrator, perpetration, of assault, maltreatment and neglect (by) Y07.9
  • Add- multiple perpetrators Y07.6
  • No Change Place of occurrence Y92.9
  • Revise from- road Y92.488
  • Revise to– road Y92.410

And take a note of these new codes in Chapter 19 Injury, poisoning and certain other consequences of external causes (S00-T88):

         

  • T74.3 Psychological abuse, confirmed
  • Add Bullying and intimidation, confirmed
  • Add Intimidation through social media, confirmed
  • Add T74.5 Forced sexual exploitation, confirmed
  • Add T74.51 Adult forced sexual exploitation, confirmed
  • Add T74.52 Child sexual exploitation, confirmed
  • Add T74.6 Forced labor exploitation, confirmed
  • Add T74.61 Adult forced labor exploitation, confirmed
  • Add T74.62 Child forced labor exploitation, confirmed

It’s vital that all coding professionals, coding auditors, educators, consultants, and even clinical documentation improvement specialists (CDISs) review the changes for FY2019. 

Between now and the end of September we should direct our attention to the coding changes for both ICD-10-CM and PCS.

Remember that the 2019 ICD-10-CM codes are to be used from Oct. 1, 2018 through Sept. 30, 2019.
