The Centers for Medicare and Medicaid Services (CMS) has released and posted the fiscal year (FY) 2019 ICD-10-PCS (procedural coding system) changes.
The files contain information on the ICD-10-PCS updates for FY 2019 that all hospital inpatient coding professionals are to use for discharges occurring from Oct. 1, 2018 through Sept. 30, 2019.
The total number of ICD-10-PCS codes for this current year is 78,705 and for 2019 the total will be 78,881. There will be 392 new codes; eight revision titles; and 216 deleted codes for FY2019.

Also included in the files are the ICD-10-PCS Official Guidelines for 2019. There is one new guideline (B3.17) and a few changes identified for the guidelines:
New Guideline B3.17: Transfer procedures using multiple tissue layers
The root operation Transfer contains qualifiers that can be used to specify when a transfer flap is composed of more than one tissue layer, such as a musculocutaneous flap. For procedures involving transfer of multiple tissue layers including skin, subcutaneous tissue, fascia or muscle, the procedure is coded to the body part value that describes the deepest tissue layer in the flap, and the qualifier can be used to describe the other tissue layer(s) in the transfer flap.
Example: A musculocutaneous flap transfer is coded to the appropriate body part value in the body system Muscles, and the qualifier is used to describe the additional tissue layer(s) in the transfer flap.
In checking on the ICD-10-CM diagnosis code changes for FY2019, I did not see them posted as of the May 23. We’ll need to keep checking for those in order to fully prepare for Oct. 1, 2018.
